Çiftçilerin tarım sigortası yaptırma kararlarını etkileyen faktörlerin analizi: Mersin İli Mut ilçesi kayısı üreticileri üzerine bir araştırma

Özet
Tarım sektörü birçok risk ile karşı karşıya kalmaktadır. Gelişmiş ülkeler yıllar önce tarımsal sigorta uygulamalarına başlamışken Türkiye tarımsal sigorta konusunda 2005 yılında yasal mevzuatı oluşturmuş ve TARSİM ile tarımsal sigorta çalışmalarına yön vermiştir. Bu çalışmada Mersin İli Mut İlçesi Kayısı üreticilerinin yaşadıkları doğal afetlere karşı ürünlerini korumada tarımsal sigorta tercih edip etmedikleri incelenmiştir. Üreticilerin tarımsal sigorta yaptırmalarındaki etkenler demografik etkenlere göre analiz edilmiştir. Çalışma kapsamında çiftçilerle yüz yüze görüşme metodu kullanılarak analize esas veriler toplanmıştır. Çiftçilere yöneltilen sorularla tarım sigortalarından haberdar olma durumları öğrenilmeye çalışılmıştır. Görüşme yapılan çiftçilerin %82,3'nün tarım sigortasından haberi olduğu saptanmış ve tarımsal sigortadan haberi olan çiftçilerin sigorta yaptırma eğilimlerinin yeteri kadar yüksek olmadığı tespit edilmiştir. Katılımcılar %76,3 oranında devlet desteğinden haberdar olmakla birlikte haberdar olanların %52'si desteği yetersiz bulmaktadır. Haberdar olmayanların %57,8 haberleri olsa sigorta yaptıracaklarını ifade ederken %31,4'ü ise sigortanın günah olduğu görüşündedir. Katılımcılar genel olarak sigorta yaptırmak istediklerini ifade etmiş fakat sigorta yaptırdığımızda ürünümüze zarar gelmez ve ürün fiyatları da düşük olur korkusu ile sigorta yaptıramadıklarını bildirmişlerdir. Çiftçilerin tarım sigortası yaptırma oranlarının %32 de kaldığı tespit edilmiştir. Bahse konu oranın, risk seviyesi fazla olan yerler için yeterli olmadığı değerlendirilmektedir. Ancak bu durumun ilerleyen yıllarda çiftçilerin bilinçlendirilmesi ve farkındalık düzeylerinin arttırılması ile daha da artabileceği öngörülmektedir.
The agricultural sector has faced many risks in recent years. While developed countries started to apply agricultural insurance years ago, Turkey established legislation on agricultural insurance in 2005 and directed agricultural insurance practices with Agricultural Insurance Pool, TARSİM. In this study, it was searched whether the apricot producers of Mut District in Mersin prefer agricultural insurance to protect their products against the natural disasters they experienced. Factors affecting agricultural producers' insurances have been examined with respect to demographic factors. Within the scope of the study, research data were collected through face to face survey study with farmers. It has been aimed to get information about the farmers awareness of agricultural insurance. 82.3% of the interviewed farmers were found to be informed about agricultural insurance and that the farmers who were informed about agricultural insurances had a low tendency to have insurance. 76.3% of participants were aware of government support and 52 percent of those who were aware found the support unsatisfactory. While 57.8% of the people who were not informed about agricultural insurance said they would have insurance if they knew about it, and 31.4% thought that taking out an insurance policy was a sin. Participants generally stated that they wanted to have insurance, but those who did not have insurance reported that they had concern about not being able to pay insurance Premium because of having low prices for their products during good weathers. It has been found that only 32% of farmers had agricultural insurance coverage. This insurance rate is quite low for places with a higher risk level. However, it is predicted that this rate will increase in the following years with increasing awareness of farmers.
