Özet
İkinci Dünya Savaşı sonrası dönemin uluslararası güc¸ dinamikleri temel alınarak kurulan ve Milletler Cemiyeti'nin devamı niteliğinde olan Birleşmis¸ Milletler, Soğuk Savas¸ın bitmesi ile mevcut haliyle uluslararası sistemin ihtiyacını kars¸ılayamadıgˆı c¸ok net bir hal almıs¸tır. Bu yu¨zden BM'nin kurumsal yapısının daha esnek, adil ve kapsayıcı olması gerekliligˆi c¸ok yogˆun bir s¸ekilde dile getirilmektedir. BM'nin Vesayet Konseyi gibi bazı kurumları neredeyse tamamen is¸levini yitirmis¸ken o¨zellikle GK'nin hukuksal mevzuat konuları u¨zerinde de ciddi reformların yapılması gerekmektedir. O¨zellikle Sogˆuk Savas¸ sonrası do¨nemde BM'ye yo¨nelik reform talepleri yogˆun bir s¸ekilde uluslararası ortamda dile getirilmektir. Arap Baharı devrimleri do¨nemi de bu reform taleplerinin yeniden ortaya c¸ıktıgˆı do¨nem olmus¸tur. Bu su¨rec¸te BM uluslararası barıs¸ ve gu¨venligˆi sagˆlama konusunda c¸ok fazla eles¸tiri almıs¸tır. Bu noktada bir anakronizm sorunu ile kars¸ı kars¸ıya kalan BM'nin hem mes¸ruiyetini hem de mevcut etkisini devam ettirebilmek ic¸in reforma ihtiyacı oldugˆu ac¸ıktır. It is so clear that United Nations which is established international power dynmcis post Second World War era and the continuation of Nations Leauge is incapable of meeting the needs of the international system with its current form. So it is said intensely that UN which is the need for a more flexible, fair and inclusive organizational structure. Some organizations of United Nations like Trusteeship Council lost it's functions almost competely and serious reforms especially legal regulatory issues of SC should be made in UN. Especially in the post-Cold War era is to demand reforms to the UN expressed intensively in the international environment. Arab Spring revolution period was the period in which these reforms demand re-emerged. In this process The UN has been criticized a lot about international peace and security. Faced with the problem of an anachronism at this point it is clear that the UN needs of reform in order to maintain its legitimacy and influence.
