Özet
Çevre sorunları özellikle 20. yüzyılın ikinci yarısından itibaren en önemli tartışma alanlarından biri olmuştur. Çevre sorunları özellikle devletlerin hızlı sanayileşme hamleleri nedeniyle artış göstermiştir. Devletler bu süreçte kömür, petrol ve doğalgaz gibi fosil yakıtları aşırı kullanmıştır. Bu gazların aşırı kullanımı, çevre sorunlarını beraberinde getirmiştir. Özellikle küreselleşme sürecinde artan çevre sorunları, bireyleri, toplumları ve devletleri etkileyen bir olgu olarak değerlendirilmiştir. Uluslararası ilişkiler alanı da bu gelişme ile bağlantılı olarak çevre sorunlarını güncel bağlamda gelişmelerin odağında incelemektedir. Nitekim tarihsel süreçte çevre ve çevre sorunlarının yarattığı etki, özellikle 2019 yılı ve sonrasında pandemi kapsamında çevre yeniden yorumlanması gereken öncelikli bir alan haline gelmiştir. Bu çerçevede, Çin Halk Cumhuriyeti'nin çevre ve çevre sorunları incelenecektir. Çalışma kapsamında ilk olarak, ekoloji ve çevre kavramları açıklanacak ve tarihsel süreçte çevresel koşullarda yaşanan değişlikler incelenecektir. Çalışmada kavramsal olarak ele alınan çevre, ekoloji ve iklim değişikliği konuları kapsamında uluslararası alanda anlaşmalar ve sözleşmeler ekseninde çevre sorunları değerlendirilecektir. Covid-19 pandemi döneminde devletin pandemiye yönelik politikaları analiz edilecek ve bu süreçte Çin Halk Cumhuriyeti'nin çevre sorunlarında nasıl değişim yaşandığı açıklanmaya çalışılacaktır. Bu çerçevede, çevre sorunları, küreselleşme süreci ve Covid-19 küresel pandemisi ekseninde Çin Halk Cumhuriyeti'nde çevre ve çevre sorunları çalışmanın odak noktası olarak açıklanacaktır.
Environmental issues have been one of the most important areas of discussion, especially since the second half of the 20th century. Environmental problems have increased especially due to the rapid industrialization moves of the states. In this process, states have overused fossil fuels such as coal, oil and natural gas. The excessive use of these gases has brought environmental problems. Increasing environmental problems, especially in the process of globalization, have been evaluated as a phenomenon that affects individuals, societies and states. In connection with this development, the field of international relations examines environmental problems in the focus of developments in the current context. As a matter of fact, the impact of the environment and environmental problems in the historical process has become a priority area that needs to be reinterpreted, especially in 2019 and later, within the scope of the pandemic. In this context, the environment and environmental problems of the People's Republic of China will be examined. Within the scope of the study, firstly, the concepts of ecology and environment will be explained and the changes in environmental conditions in the historical process will be examined. Environmental problems will be evaluated on the axis of international agreements and conventions within the scope of environmental, ecology and climate change issues that are conceptually discussed in the study. During the Covid-19 pandemic period, the policies of the state towards the pandemic will be analyzed and it will be tried to explain how the environmental problems of the People's Republic of China have changed in this process. In this context, environmental problems in the People's Republic of China will be explained as the focus of the study in the axis of the globalization process and the Covid-19 global pandemic.
