Türkiye'de bilgi ekonomisi kavramı ve e-devlet uygulamaları

| dc.description.abstract | Bilgi ve iletişim teknolojileri konusundaki hızlı gelişmeler "bilgi" kavramının yeniden tanımlanmasına yol açmış ve daha önce literatürde var olmayan "bilgi ekonomisi" kavramını doğurmuştur. Bu kavramların literatüre girmesiyle yeni araştırma alanları ortaya çıkmıştır. Sözü edilen alanlardan biri de e-devlet'tir. Yapılan çalışmada bu kavramlar ışığında Türkiye'nin e-devlet süreci ile bu kavramların kamu yönetimine ve ekonomiye, dolayısıyla topluma yansıma süreci incelenmektedir. Çalışmanın amacı, 21. yüzyılda ekonomik ve sosyal parametreleri değiştiren teknolojik ilerlemelerin literatürdeki yansımalarını ve ekonomik, sosyal dinamiklerin e-devlet kavramı ile nasıl etkileştiğini ortaya koymaktır. Önce bilgi, bilgi ekonomisi ve e-devlet kavramları tartışılmış, daha sonra e-devlet sisteminin Türkiye'deki ve dünyadaki gelişimi istatistiksel veriler ışığında incelenmiştir. e-Devlet, esas itibariyle kamu hizmetlerinin elektronik ortamda verilmesidir. e-Devletin gelişimi toplumsal hayatı pek çok yönden olumlu etkilemektedir. e-Devlet sayesinde kamu hizmetlerine erişim kolaylaşmakta, "bugün git yarın gel" deyiminde ifadesini bulan, vatandaşın devlet kapısında gereksiz yere oyalanması devri bitmekte, devlet vatandaşın ayağına gelmekte, bürokrasi azalmakta, vatandaş aynı hizmeti almak için daha az zaman ve kaynak harcamaktadır. | dc.description.abstract | Rapid developments on knowledge and information technologies led to redefine the concept of "knowledge" and resulted in the introduction of a new concept "economy of knowledge" which did not exist in the literature before. With the introduction of these terms in the literature, new fields of research came into the picture. One of these new area of research is e-government. In light of these notions, this study investigates Turkey's e-government process and its effects on the public administration, economics, and naturally on society. The purpose of the study is to present how technological improvements that altered economic and social parameters of 21th century are getting reflected in the literature and how these economic and social dynamics are interacted with the notion of e-government. We first discussed the terms "economy of knowledge" and "e-government," and then investigated the advancement of e-government system at both domestic (Turkey) and global level with the help of statistical data. In essence, e-government means to provide public services in an electronic medium. Evolvement of e-government has been affecting public life positively in many respects. Thanks to e-government, access to public services becomes easier, the era in which the term "go today, come back tomorrow" is commonly used -which meant citizens having to spend too much time at the doors of government- is coming to an end, government is now providing services to the people at their home, bureaucracy is lessened, citizens spend lesser time and resources to get the same services. The process of turning into "servant government" from "peremptory government" has been accelerating thanks to the implementations of e-government.
