dc.description.abstractDünyada ve Türkiye'de doğal veya teknoloji kaynaklı afetlerin sürekli arttığı gözlemlenmektedir. Afet nedeniyle mahsur kalmış insanlar umutla kurtarılmayı beklemektedir ve kurtarılma için ilk 24 saat çok önemlidir. Son zamanlarda meydana gelen afetler de arama-kurtarma çalışmalarının ne kadar önemli olduğunun altını bir kez daha çizmiştir. Afetin türünün ve ne zaman gerçekleşeceğinin belirsiz olması arama-kurtarma ekiplerinin her zaman güncel, eğitimli, planlı ve genel olarak hazırlıklı olmalarını gerektirir. Afetin zamansız olması, büyüklüğü ve afet gerçekleştikten sonraki ilk saatlerin önemli oluşu gibi bilgilerin ışığında düşünüldüğünde arama-kurtarma ekiplerinin sayıca fazla ve donanımlı olmalarının da gerekliliğini ortaya koymaktadır. Arama kurtarma ekipleri hafif, orta ve ağır seviye olmak üzere üç gruba ayrılmaktadır. Bu tezde hafif arama-kurtarma ekibi kurulması problemi ele alınmıştır. Uygulama yeri olarak bir üniversitede seçilmiştir. Hafif arama-kurtarma ekibinin kurulması için personel arayışı, mülakatı, sağlık durumları, eğitimi gibi tüm aşamalar ele alınmıştır. Bu aşamaları içeren bir üniversitede arama kurtarma ekibi kurulması planlanmıştır. Ayrıca yöntem olarak ANP (Analytic Network Process) yöntemi kullanılarak arama kurtarma ekiplerinin bilgi ve becerileri değerlendirilmiştir.
dc.description.abstractIt is observed that natural or technology-related disasters are constantly increasing in the world and in our country. People stranded due to the disaster are waiting with hope to be rescued, and the first 24 hours are very important for rescue. Recent disasters have once again underlined the importance of search and rescue efforts. The uncertainty of the type of disaster and when it will occur requires search and rescue teams to always be up-to-date, trained, planned and generally prepared. When considered in the light of information such as the untimeliness of the disaster, its magnitude and the importance of the first hours after the disaster, it also reveals the necessity for search and rescue teams to be large in number and well-equipped. Search and rescue teams are divided into three groups as light, medium and heavy level. In this thesis, the problem of establishing a light search and rescue team is discussed. A university is chosen as the application place. All stages such as personnel search, interview, health status and training are discussed for the establishment of a light search and rescue team. It is planned to establish a search and rescue team in a university including these stages. In addition, the knowledge and skills of search and rescue teams are evaluated by using the ANP (Analytic Network Process) method.
