dc.description.abstractBu çalışmada öncelikle genel olarak demokrasi kavramı üzerinde durulmuştur. Demokrasinin gelişimi tarihsel süreç içerisinde, sanayileşme öncesi, sanayileşme sonrası ve Türkiye'deki gelişimi ayrı ayrı incelenmiştir. Bunlarla birlikte çalışmada demokrasinin temel ilke ve değerlerine de yer verilmiş, demokrasi biçimleri, demokrasi bürokrasi ilişkileri, demokrasi ve insan hakları gibi konular işlenmiştir. Ayrıca demokrasi ve siyasal katılım konusu da ele alınmıştır.Çalışma temel olarak demokrasinin yaygınlaştırılmasında yerel yönetimlerin rolüne odaklanmıştır. Bu çerçevede yerel yönetim kavramı, yerel yönetimlerin tarihsel süreçte değerlendirilmesi, yerinden yönetim türleri ve yerel yönetimlerin Türkiye'deki gelişimi ele alınmıştır. Daha sonra demokrasi ve yerel yönetim ilişkileri incelenmiş, demokratik yerel yönetimin temel ilkeleri, yerinden yönetim ilkesi ve yerellik ele alınarak demokrasinin halka yayılmasında yerel yönetimlerin rolleri açıklanmaya çalışılmıştır.en_US
dc.description.abstractIn this study, the concept of democracy was examined in general. The development of democracy in the period of pre industrialization and post industrialization and the development of democracy in turkey were separately and chronologically examined. Furthermore, the fundamental principles and values of democracy were included in the study and the topics like the democracy types, the relationship between democracy and bureaucracy, democracy and human rights were examined. The topic of democracy and political participation was also discussed.The study basically focused on the rules of the local administrative authorities in spreading democracy among the local people. In this respect, the concept of local government, the chronological evaluation of local government, the types of local government and the development of local government in Turkey were discussed within this study. Finally, the relationship between democracy and local government was studied and the rules of the local administration in spreading democracy among the local people were tried to be determined by examining the basic principles of democracy and the basic principles of local government.en_US
