Özet
Bu çalışmanın amacı, Rusya Federasyonu'nun dış politika alanında yaşadığı sorunların savaşa varmayan ve barışçıl yöntemler ile çözülmesi açısından öne çıkan zorlayıcı diplomasi stratejisi uygulamasında enerjinin rolünün incelenmesidir. Enerjiyi zorlayıcı diplomasi unsurlarından biri olarak politikalarında kullanan Rusya'nın başarısının irdelendiği çalışma, örnek olaylar bağlamında konuyu ele almaktadır. Rusya, enerji alanındaki lider pozisyonunu dış politikada yaşanan sorunların kendi lehine çözülmesi amacıyla kullanarak diğer devletlere ikna, teşvik ve baskı uygulamaktadır. Eski SSCB topraklarındaki etkisini kaybetmek istemeyen Rusya, özellikle bu bölgedeki devletlerle yaşadığı sorunlarda zorlayıcı diplomasi stratejisine başvurarak savaştan kaçınmaktadır. Tez çalışmasında, örnek olay yöntemi kullanılarak Rusya'nın eski SSCB coğrafyasında yer alan Çeçenistan, Gürcistan ve Ukrayna ile yaşadığı krizlerdeki ve Suriye iç savaşındaki zorlayıcı diplomasi uygulamalarında enerjiyi araçsallaştırılması bağlamında stratejinin başarısı incelenmiştir.
The purpose of this study is to examine the role of energy in the application of the coercive diplomacy strategy, which stands out in terms of solving the problems experienced by the Russian Federation in the field of foreign policy through peaceful methods that do not lead to war. The study, which examines the success of Russia, which uses energy in its policies as one of the compelling elements of diplomacy, addresses the subject in the context of case studies. Russia uses its leading position in the energy field to persuade, encourage and pressure other states to solve foreign policy problems in its favor. Russia, which does not want to lose its influence in the territory of the former USSR, avoids war by resorting to a coercive diplomacy strategy, especially in the problems it encounters with the states in this region. In the thesis study, the success of the strategy was examined using the case study method in the context of instrumentalizing energy in Russia's coercive diplomacy practices in the crises it experienced with Chechnya, Georgia and Ukraine, located in the geography of the former USSR, and in the Syrian civil war.
