Özet
Sivil toplum, bir medenilik anlayışı, bir sosyal tarih aşaması, tarih felsefesinde bir tartışma noktası olarak farklı anlamlara sahiptir. Modern sivil toplum kavramı, eşitlik, çoğulculuk ve kamusallık kavramlarıyla eş anlamlı olarak kabul edilmektedir. Demokratik sivil toplum, katılımcılarının düşüncelerini, eylem ve değerlerini demokratik yönde biçimlendiren toplumdur. Sivil toplum alanı, devlet dışı ve devlet organlarınca yönlendirilmeyen özerk kurumların hareket alanıdır. Kavram demokrasiyle birlikte düşünülmektedir. Güçlü bir sivil toplum, devlet iktidarını sınırlayıcı bir işlevi yerine getirir. Demokratikleşme ve sivil toplum ilişkisinde, demokratik sivil toplumun oluşabilmesi için öncelikle, devletten özerkliğin sağlanmış olması gereklidir. Sivil toplum ancak, insanların kendi yaşamlarını seçtiği ve ortak sorunların çözüldüğü bir yer olduğu ölçüde demokratikleşmeye katkı sağlar bir alan oluşturabilir. Ülkemizde demokrasinin pekiştirilmesi sürecine geçmek için devlete karşı sivil toplum ya da sivil topluma karşı devlet düşüncesinin terk edilmesi gereklidir. Günümüzde, devletin sivil toplumu kabul etmedeki isteksizliği devam etmektedir. Bu isteksizlik, pek çok alanda sorun yaratmaktadır. Demokratikleşme ve sivil toplum açısından Batı ile entegrasyon süreci terk edilmemelidir.
Civil society has different meanings as a concept of civilization, a stage of social history, a point of discussion in philosophy of history. The concept of modern civil society is synonymous with the concepts of equality, pluralism and publicity. Democratic civil society is a society that shapes its participants' thoughts, actions and values in a democratic way. The field of civil society is the field of action of autonomous institutions that are not directed by the state or state organs. The concept of civil society is considered together with democracy. A strong civil society performs a function that limits state power. For democratic civil society to be formed in relation to democratization and civil society, autonomy must be provided from the state. Civil society can only create an area that contributes to the democratization of people to the extent that they choose their own lives and where common problems are resolved. In order to achieve and strengthen democratic consolidation in our country, it is necessary to abandon the idea of civil society against the state or the state against civil society. Today, the reluctance of the state to accept civil society continues in Turkey. This reluctance creates problems in many areas. For democratization and civil society, the integration process of Turkey with the West should not be abandoned.
