Özet
Toplumun her alanında olduğu gibi siyasette de kadınlar ikincil konuma itilmişlerdir. Araştırma kapsamında kadınların siyasi yaşamda arka planda kalmalarının nedenleri irdelenip, çözüm önerileri sunulmuştur. Araştırmada toplumun kadına bakışı ve toplumda yaşanan kadın hareketleri ışığında, Türkiye'de kadın hareketlerinin ve kadın politikalarının gelişim süreci Tanzimat'tan itibaren incelenecek, kadınların siyasi haklarını elde etmeleriyle beraber temsil anlamında katılım düzeyleri analiz edilecektir. Bu çalışmada özellikle demokrasinin temel taşı olan yerel yönetimlerde kadınların aktif siyasi katılımlarının düzeyleri incelenecektir. Elde edilen veriler eşliğinde sebepler üzerinde durulacak ve toplumun algı düzeyleri ifade edilecektir. Sonuç olarak, yasal anlamda erkeklerle eşit haklara sahip olan kadınların siyasi katılımlarının düşük olduğu görülmüştür. Çalışmada konu ile ilgili literatüre ait birincil kaynaklara ulaşılmaya çalışılmış, araştırmada çoğunlukla modernleşme hareketleri çerçevesinde kadını konu alan kaynaklardan yararlanılmıştır. Women in politics have been subordinate like in all areas of society. Within the scope of this research, the reasons for women's staying in the background in political life will be analysed and solution offers will be presented. In the research, in light of society's view to women and women's movements in the society, women`s movement and development process of women's policies in Turkey will be studied, particularly from the period (known as) the Tanzimat Reforms, and the participation levels of women will be analysed in terms of political representation as from the period they obtained political rights. Another purpose of this study is to examine the level of women's active participation in politics, particularly in local governments, which are considered to be the cornerstones of democracy. In the light of data which are obtained from the analysis, the results will be elaborated and the perception level of the society will be stated. As a result, it was observed that the political participation of women who statutorily have the same rights with men are low. In the study, primary sources regarding the related literature were used, and in the research, we mostly benefited from the sources whose subject was women as part of modernisation movements.
