Okullarda kriz yönetimi: COVİD-19 sürecinde eğitimin yönetimi üzerine bir inceleme

Özet
Araştırmanın amacı, okul müdürleri ve öğretmenlerin görüşlerine dayalı olarak, Milli Eğitim Bakanlığının ve okulların kriz yönetimi kapasitesini Covid-19 süreci örneği üzerinde incelemektir. Araştırma, nitel bir olgu bilim çalışması olarak tasarlanmış ve araştırmada görüşme tekniği kullanılmıştır. Araştırmanın katılımcılarını, 20 okul müdürü ve 20 öğretmen oluşturmaktadır. Çalışma grubunun belirlenmesinde maksimum çeşitlilik örnekleme yöntemi kullanılmıştır. Veriler 2021-2022 eğitim-öğretim yılında Kırıkkale ilinde toplanmıştır. Yarı yapılandırılmış görüşmeler yoluyla elde edilen araştırma verileri betimsel analiz kullanılarak incelenmiştir. Araştırmada Covid-19 salgın krizinin yönetiminde eğitime erişim, teknik ve alt yapı yetersizliklerine bağlı olarak bazı yönetim zafiyetleri oluştuğu, uzaktan eğitim sürecinin yönetiminde önemli güçlükler yaşandığı görülmektedir. Buna göre öğretmen ve yöneticiler tarafından; yüz yüze eğitime devam edilmemesi, ölçme ve değerlendirme eksikliği gibi eleştiriler vurgulanmaktadır. Milli Eğitim Bakanlığının Covid-19 kriz yönetiminde aldığı bazı tedbirlere okul müdürleri ve öğretmenleri ikna etmekte güçlük çektiği, bu nedenle geleneksel eğitim süreçlerinin yeni duruma adaptasyonunda alınan bazı radikal tedbirlerin okul düzeyinde yeterince destek görmesini sağlayacak karar süreçlerinin işletilemediği ve güçlü bir iletişim yönetimi yürütülemediği anlaşılmaktadır.
The aim of the research is to examine the crisis management capacity of the Ministry of National Education and schools, based on the views of school principals and teachers, using the Covid-19 process as an example. The research was designed as a qualitative phenomenological study and the interview technique was used in the research. The participants of the research consist of 20 school principals and 20 teachers. The maximum variation sampling method was used to determine the study group. The data were collected in the province of Kırıkkale during the 2021-2022 academic year. The research data obtained through semi-structured interviews were analyzed using descriptive analysis. The research reveals that there were some management weaknesses in managing the Covid-19 pandemic crisis due to issues related to access to education and technical and infrastructure deficiencies, and that significant difficulties were experienced in managing the distance education process. Accordingly, criticisms such as the discontinuation of face-to-face education and the lack of assessment and evaluation were emphasized by teachers and administrators. It is understood that the Ministry of National Education had difficulty convincing school principals and teachers of some measures taken in the management of the Covid-19 crisis, and therefore, decision-making processes that would ensure adequate support for some radical measures taken to adapt traditional education processes to the new situation were not effectively implemented, and strong communication management was not conducted.
