dc.description.abstractIt has been 16 years since total quality management was first implemented in primary schools in 1999. The aim of this study was to determine the quality level of primary schools after 16 years of total quality management. In order to determine the quality level of primary schools, the views of teachers and school administrators was asked. The research population included 150 school administrators and 980 teachers working in 52 different schools. According to the teachers’ and administrators’ opinions, total quality management which was implemented in primary schools in 1999 and the quality development teams aiming to achieve it are not functional and the management programme is not implemented successfully. For instance, schools in city centres are given more importance in comparison to schools in villages. © The Turkish Online Journal of Educational Technology.en_US
