Özet
Sivil gözetim, gelişmiş Batı ülkelerinde yarım yüzyıl geçmişi olan Türkiye için ise görece yeni bir kavramdır. Türkiye, Avrupa birliği (AB) üyelik sürecinde yerine getirmesi gereken siyasi kriterler çerçevesinde, temel hak ve özgürlükleri ilgilendiren yasal ve kurumsal düzenlemelerde önemli değişiklikler gerçekleştirmiştir. Bunların içinde kolluğun denetimi ile ilgili yenilikler de bulunmaktadır. Ancak ülkemizde yapılan tüm denetim şekilleri şeffaf, hesap verebilir ve tatmin edici olmayıp, gerçek manada devlete ve otoriteye değil topluma, kamuoyuna hesap veren sivil bir denetime ihtiyaç vardır. Bu makalede sivil gözetimin önemi ve gerekliliği üzerinde durulmuştur. Türkiye'deki eksikliklerin tespiti yapılmaya çalışılmıştır.
