Türkiye'de gençlik sivil toplum kuruluşları'nın profili ve yerel demokrasi üzerine etkileri: Adıyaman örneği

Özet
Bu çalışmada, gençlik odaklı sivil toplum kuruluşlarının yerel demokrasiye etkilerinin hangi düzeyde olduğunu araştırmak amaçlanmaktadır. Özellikle yerel demokrasi süreçlerinin ve sonuçlarının genel demokrasiye yansıması noktasında önemli bir konumda bulunan yerel yönetimler ile gençlik sivil toplum kuruluşlarının ilişkileri incelenmiştir. Bu çerçevede öncelikle gençlik olgusu, gençlik dönemi, sivil toplum, sivil toplum kuruluşları ve işlevleri hakkında literatür taraması yapılmıştır. Devamında demokrasinin tanımı, özellikleri, şekilleri ve sınıflandırması belirli bir kapsam içerisinde incelendikten sonra yerel demokrasi ve değişen yönetim anlayışından yönetişime doğru serüven tartışılmıştır. Bu noktada yönetişimin Türk kamu yönetimine yansımaları incelenmiştir. Literatür araştırmasının son bölümünde Türkiye Gençliği 'ne yönelik araştırmalar ve politikalar belirli periyotlar halinde değerlendirilmiştir. Türkiye'deki sivil toplum anlayışı ve profili ile birlikte gençlik sivil toplum kuruluşlarına yönelik geneli kapsayan nicel tablolar oluşturulmuş ve bu konuda değerlendirmeler yapılmıştır. Nihai olarak Adıyaman yerelinde bulunan gençlik sivil toplum kuruluşlarının yönetim kurulu üyelerine toplamda 638 adet anket çalışması yapılmıştır. Bu anket çalışmasında gençlik sivil toplum kuruluşları yöneticilerinden yerel demokrasiye etki düzeylerini ve yerel demokratik davranışlarını ölçecek soruları yanıtlamaları talep edilmiştir. Anket cevaplarına göre konu hakkında değerlendirmeler yapılmıştır. Araştırma sonunda Adıyaman gençlik sivil toplum kuruluşlarının yerel demokraside genel olarak etkili oldukları gözlemlenmiştir. Yerel siyasetten genel itibariyle kopuk olmayan Adıyaman gençlik sivil toplum kuruluşları, yerel yönetimlerin karar alma mercilerini yakından takip etme konusunda, karar alımlarında, proje üretiminde, yerel sorunları ilgili mercilere iletme konularında ve özellikle yerel kamu politikaların oluşumunda etkili oldukları sonucuna ulaşılmıştır. Gençleri demokrasi konusunda teorik ve pratik faaliyetlere yönlendirmede de etkili oldukları bulgularına ulaşılmıştır.
In this study, it is aimed to investigate the level of the effects of youth-oriented non-governmental organizations on local democracy. In particular, the relations between local administrations and youth non-governmental organizations, which are in an important position in terms of reflecting local democracy processes and results to general democracy, were examined. In this context, first of all, literature review was conducted on the phenomenon of youth, youth period, civil society, non-governmental organizations and their functions. Afterwards, after examining the definition, characteristics, forms and classification of democracy within a certain scope, local democracy and the adventure from the changing understanding of governance to governance were discussed. At this point, the reflections of governance on Turkish public administration were examined. In the last part of the literature search, researches and policies on the Youth of Turkey were evaluated periodically. Together with the understanding and profile of civil society in Turkey, quantitative tables covering the general level of youth non-governmental organizations were created and evaluations were made on this subject. As a result, a total of 638 surveys were conducted on the board members of youth non-governmental organizations in Adıyaman region. In this survey, the managers of youth non-governmental organizations were asked to answer questions that would measure their level of impact on local democracy and their local democratic behavior. According to the survey answers, evaluations were made on the subject. At the end of the research, it was observed that Adıyaman youth non-governmental organizations were generally effective in local democracy. Adıyaman youth non-governmental organizations, which are generally not disconnected from local politics, have reached the conclusion that they are effective in closely following the decision-making authorities of local administrations, in decision making, in project production, in conveying local problems to the relevant authorities and especially in the formation of local public policies. It has been found that they are also effective in directing young people to theoretical and practical activities on democracy.
