Disasters are natural or human -made events that negatively affect the entire society physically, economically and socially. Social life and functions, communication and energy infrastructures were severely damaged in the earthquake, the epicenter of which was the Pazarcik and Elbistan districts of Kahramanmaras on February 6, 2023. Disaster management could not be carried out in a planned manner due to infrastructure damage, causing search and rescue activities to slow down. In order to prevent this situation, communication infrastructure should be planned in advance. Active fault line in Karliova district of Bingol province in Turkey and statistical analyzes show that the region is quite active in terms of earthquakes. In this study, the central district of Bingol province was selected and focused on the cluster coverage problem in order to establish a communication infrastructure that will cover the whole district in a planned manner in case of a disaster. The application consists of three stages. In the first stage, the situation with the highest number of problem assumptions was evaluated in accordance with the general form of the cluster coverage model. In the second stage, solutions were made according to the scenarios with the possibility that the base station would be affected by external factors and the coverage area would decrease. In the third stage, alternatives and base station amounts were determined to meet the total population amount at certain rates. In the study, a mathematical model was developed and evaluated in order to plan the communication infrastructure within the scope of disaster management.
