Özet
Seçim sistemleri “temsilde adalet” ve “yönetimde istikrar” ilkelerinden birine ağırlık verir. Tem-silde adalet ilkesine ağırlık veren sistemlere nispî temsil; yönetimde istikrar ilkesine ağırlıkverenlere çoğunluk sistemleri denilmektedir. Yönetimde istikrarı sağlamak için çoğunluk sis-temlerinden biri tercih edilebileceği gibi, aynı sonuca nispî temsil sistemlerinde seçim barajıuygulamaları ile ulaşılabilir. Türkiye’de geçtiğimiz yıl yapılan Anayasa değişikliklerinin hükümetsistemine ilişkin istikrarlı bir yönetimin gerçekleşmesini sağlamaya yöneliktir. Buna ilaveten,siyasi partilerin seçim ittifakı yapmalarına olanak sağlayan kanun değişikliğinin yürürlüğe gir-mesiyle birlikte, öteden beri değişik seçim dönemlerinde pratik anlamda yaşanan seçim itti-fakları yasal düzenlemeye kavuşturulmuştur. Bu durum Türkiye’de uygulanan seçim sistemlerive baraj uygulaması konusunu tekrar gündeme getirmiştir.
Electoral systems concentrate on either of the following principles of “justice in representa-tion” or “stability in government”. The systems which concentrate on the principle of justicein representation are called “proportional representation systems”, the systems which con-centrate on the principle of stability in government are called “majority systems”. So as tomaintain stability in government, one of the majority systems can be preferred, whereas thesame result can be achieved via election threshold implementations under the proportionalrepresentation systems. The Constitutional amendments regarding the governmental systemmade in the last year in Turkey are aimed at ensuring a stable government. Additionally, withthe amendment allowing political parties to form an electoral alliance, those electoral alli-ances which had been in practice in past electoral periods have gained legal arrangement.This situation has awakened the issue of electoral systems and threshold implementation inTurkey.
