Özet
Ulusal Varlık Fonları devlet yatırımları için stratejik yatırım enstrümanlarıdır. Bu fonlar üzerinden devlet hazinelerin eait portföyler, finansal aktiviteler vasıtasıyla yönetilir. Verilere göre toplamda yaklaşık 7,5 trilyon dolarlıkhacimlerdeki bu fonlar saydamlığı ölçen Linaburg-Maduel şeffaflık endeksinde taranır. Çalışmada, Varlık fonutanımı, kapsamı ile karakteristiğine dair kuramsal ve tarihsel çerçevenin işlenmesine müteakiben, fonların finansalpiyasalarındaki etkilerine ve dünyadaki konumuna atıfta bulu nulur. Ayrıca, bu fonların çeşitli işlevleri ve amaçların ınolduğu tezi üzerinden hareket ederek, finansal arenadaki mevcut statüsüne yer verilir. Derleme niteliğindeki bu metinmakalenin son kısmında, varlık fonlarına dair yapılan genel değerlendirmeler nezdinde, tabiri caizse bebek endüstrisistatüsünde olan ve sınıflandırılması muğlak, yeni bir girişim sayabileceğimiz, 2016 yılında kurulmuş Türkiye VarlıkFonu özelinde ekonomi politik bir analiz yapılarak, fonun genel durumu sonuç ve öneriler ile ortaya konulmuştur.
Sovereign Wealth Funds (SWFs) are strategic investment instruments among state investments. Through these funds,portfolios and financial activities of government treasuries are managed via financial activities. These funds, reacheda total volume of approximately 7.5 trillion dollars according to last data, are scanned in the Linaburg-Maduel indexmeasures about transparency. Following the theoretical and historical framework of the definition of the wealth funds,theirs scope and characterization, it is aimed to survey about the work on the effects of the financial markets of thefunds. Thanks to that, Turkish SWF’s position in the world is aimed to classified. Thus, this study examines theiracting on the basis of the various functions and purposes. In the last part of that survey study type article, beforemaking the general assessment about our specified fund, with its the status of alike infant industries , vagueclassification & new venture, Turkey Wealth Fund that founded in 2016, this article aims to make political economicanalysis and put forward some suggestions and conclusion its actual state.
