Özet
Bu tezde, 1995 Milletvekili Genel Seçimleri sonrasında birinci parti olan Refah Partisi'nin, Doğru Yol Partisi ile kurduğu Refahyol hükümeti ele alınmıştır. Bu çalışmanın amacı RP ve DYP koalisyonundan oluşan Refahyol hükümeti döneminde meydana gelen olayları incelemektir. Refahyol hükümetinin kuruluşu, icraatları ve yıkılışı üzerinde durulmaktadır. Bu çalışmada Refahyol hükümetinin yıkılışını hazırlayan 28 Şubat süreci, öncesi ve sonrasında yaşanan gelişmeler de ele alınmaktadır. Bu bağlamda 28 Şubat 1997 tarihli Milli Güvenlik Kurulu kararları önem taşımaktadır. 28 Şubat 1997 tarihli MGK kararlarının ülkemizde toplumsal, siyasal, ekonomik ve hukuki açıdan birçok etkisi olmuştur. Yaşanan 28 Şubat sürecinde Türkiye'de demokrasi ciddi bir şekilde zarar görmüştür. Söz konusu süreç sonunda 54. Hükümet iktidardan uzaklaştırılmıştır.
The Refahyol Government, established by the Welfare Party which is the first party after the 1995 parliamentary general elections, with True Path Party, is discussed in this thesis. The aim of this study is to investigate the events that occurred during the Refahyol Government, which consisted of RP and DYP. The main focus is on the establishment of the Refahyol government, its activities and the collapse of the go-vernment. In this study, the developments that took place before and after the Febru-ary 28th process that prepared the collapse of the Refahyol government, were also discussed. In this context, the decisions of the National Security Council dated 28 February 1997 are holding great importance. The decisions of the National Security Council dated 28 February 1997 had many social, political, economic and legal ef-fects. Due to Feb. 28th process, democracy in Turkey has been seriously damaged. At the end of the process, the 54th Government was removed from power.
