Özet
Tarih yazımında yeni bir alan olarak gelişen jandarma gibi kolluk kuvvetlerinin tarihine katkıda bulunabilecek bir çalışma planlanmıştır. Konu kollukla ilgili olduğu kadar 19. Yüzyıl ve 20. Yüzyıl başlarını içeren dönemin eğitim olgusunu da dikkate alacaktır. Böylece yaygın eğitimin dışında kalan mesleki eğitimlerden az bilinen bir kurumun eğitim organizasyonu her yönüyle ortaya koymak ve bugünle mukayesesine imkan vermek amaçlanmıştır. Osmanlı Devleti'nin sosyal, bürokratik, askeri, hukuki birçok alanda yenileşmeye girdiği Tanzimat dönemiyle başlayan süreç içerisinde merkezileşmenin bir aracı olarak görülen jandarma askerinin zabtiyeden jandarmaya geçirdiği dönem kısaca incelenmiştir. Zabtiye askeri jandarma adını alırken mesleğinde daha yetkin bir asker profili hedeflenmiş ve bu hedef doğrultusunda eğitim amaçlı okullar açılmıştır. Açılan Jandarma Efradı Cedide Mekteplerinin ders kitapları referans alınarak istenilen ideal jandarma tipi incelenmiştir.
A study was planned that could contribute to the history of the police forces such as the gendarmerie which developed as a new field in the history writing. It will consider the educational phenomenon of the period, which included the 19th and early 20th centuries, as well as law enforcement. Thus it is aimed to reveal every aspect of educational organization of an institution which is less known from the vocational trainings other than non-formal education and to allow it to be compared with today. The period in which the gendarmerie soldier, who was seen as e means of centralization during the Tanzimat period, when the Ottoman Empire entered into reform in many social, bureaucratic, military and legal fields, was briefly examined. While Zabtiye was named as a Gendarmerie, a more qualified military profile was aimed in the profession and schools were opened for educational purposes. The ideal type of gendarmerie was examined by referring to the textbooks of Gendarmerie Efrâd-ı Cedide Schools opened.
