Personnel Selection for the Urban Search and Rescue Team in an Organization Applying for the AFAD Accreditation System

Özet

Urban search and rescue (USAR) involve studies to locate and remove people trapped in any structure. USAR teams are involved in the execution of search and rescue (SAR) activities in collapsed structures when a disaster or emergency occurs. Due to the difficulty of technical search and rescue operations, specially trained personnel can participate. Applicants for USAR in Turkiye are included in the AFAD Accreditation System according to the Regulation on the Determination of Service Standards and Accreditation Principles for Disaster and Emergency Management Presidency. This study was conducted to evaluate the personnel to be included in the USAR team in a non-governmental organization that applied to the AFAD Accreditation System, which was put into effect in 2019. Seven criteria were determined in the study. The Analytical Hierarchy Process (AHP) method calculated the criteria weights. In addition, 14 personnel, who received various training and had different experiences, were evaluated with the Preference Ranking Organization Method for Enrichment Evaluations (PROMETHEE). As a result of the study, the personnel who will take place in the USAR team were selected among the organization's volunteers that applied for accreditation. As far as is known, this study stands out in terms of being the first study in this field and making suggestions for evaluating the competencies of USAR personnel in disaster management.
