Özet
BM Güvenlik Konseyinin 1244 sayılı kararı ile Kosova’da BM geçici yönetimi kuruldu ve nihai statü konusunda karar verilmesi, karar için uygun ortam oluşturulana kadar ertelendi. Statü kararı için uygun ortamın oluşturulmasında, ABD’nin de desteğini alan Avrupa Birliği ön plana çıktı. Kosova sorununu Batı Balkanların Birliğe entegrasyonu çerçevesinde değerlendiren AB’nin tercihleri, Kosova için standartlar adı altında BM tarafından benimsendi. Kosova’da Mart 2004’te yaşanan toplumlar arası şiddet, statü konusunun bir an önce ele alınması gerektiğini gösterdi. Fakat AB statünün ele alınması sürecinde liderlik yapmaktan kaçındı. 2005 yılı baharında sorunun krize dönüşeceğinden çekinen ABD, statü sürecinin başlatılması sürecine ağırlığını koydu. Bu makalede, anılan gelişmeler AB’nin Avrupa sorunlarının çözümünde liderlik etme kapasitesi açısından değerlendirilecektir.
Abstract: With the UN Security Council Resolution 1244 an interim civil administration was established in Kosovo and a decision on its final status was postponed until the creation of favorite political conditions. The European Union, with the US support, took the lead role in preparing the ground for a political decision. The preferences of the EU, which dealt with the Kosovo issue in the context of the integration of Western Balkans into the Union, were adopted by the UN Security Council in the form of the 'Standards for Kosovo', nterethnic violence in March 2004, however, showed the necessity of a new initiative to determine final status, which the UE avoided to take. The US, seeing that a crisis was looming, launched its initiative in the spring of 2005. In this article the above-mentioned developments will be assessed in terms of EU's capability of taking the lead role in resolving European problems.
