Özet
Security organizations are indispensable systems for any system to function effectively. Especially for health systems, the need for security is very important for the sustainability of the system. Since the health sector is directly related to human life, there is a much stronger link between the sustainability and efficiency of the system compared to other sectors. System sustainability is one of the most important outputs of the health sector. Therefore, more attention should be paid to the working order of security personnel in health systems compared to other sectors. This increases the importance of scheduling a shift for staff. Today, the COVID-19 virus, which is effective all over the world and considered as a pandemic, affects the health sector the most and has become one of the biggest obstacles to service sustainability. In this study; A decision support mechanism (DSM) proposal has been developed for the assignment and shift scheduling problem of the security personnel working in the units of a hospital with 22 polyclinics and a bed capacity of 100 in the Yenimahalle region of Ankara. While scheduling the shifts, the competence scores of the personnel determined under 6 headings were taken into consideration. In addition, personnel risk situations related to the pandemic process were also considered in the study. In evaluating the competence scores, AHP-TOPSIS methods were used in an integrated manner, and special competence were also used according to the unit. Goal programming method was used for assignments.
